Walloon, Friulian, Chuvash and Gascon

Up to m188, Walloon_Belgium (wa_BE) locale data, Friulian_Italy (fur_IT) locale data, Chuvash_Russia (cv_RU) locale data has been added to OpenOffice.org, and Gascon (gsc_FR) has been added to to the language listbox.
