If you try to install 1.9.54 or 1.9.56 on Windows98SE, you may get the above error.

The shlxthdl.dll which contains and registers Windows Shell extensions is linked against the gdiplus.dll. It is only available on Windows XP by default. With StarOffice the gdiplus.dll can be redistributed but OOo is not allowed to do so. Without the shlxthdl.dll registered due to missing the gdiplus.dll, the shell extensions for Windows will simply not work which has no influence on the OOo itself.
If you don't like to see the above error, just download the gdiplus.dll and throw it into windows\system, then start your 1.9.5x installation.
